Rigacar is one of the O.G. car rigging addons for Blender, having been originally developed for Blender 2.7x.
The addon offers powerful features despite being completely free. It will help you rig a variety of wheeled vehicles (not just 4-wheel automobiles) and help you set up advanced mechanisms such as wheel suspension.
The main drawback of the “free” price tag is that development and maintenance has been sporadic and the addon often stops working after major Blender updates. This would be one of the main reason to consider one of the other addons in the Vehicle category. Most of which are paid but are more likely to get updated as soon as a new Blender version comes out.
That said, the community usually steps in and provides patches so that the addon keeps living on.

As a last resort, when Rigacar does not work in a current Blender version, you could download an older Blender version where the addon still works, rig your vehicle there, save the file and then simply open it with your newer Blender version. This has a fairly high chance of working without major issues.
