Rbc is a physics-based vehicle rigging addon for Blender.
Rbc likely stands for Rigid Body Car.
After a quick set-up with the addon, a rigged car can be "driven" inside a Blender scene similar to a racing game. The resulting car movement can be recorded to keyframes, then played back and rendered.
Since the car rigs generated by the RBC addon are physically based (using rigid body physics), they can interact with other rigid bodies in the scene, enabling you to create dynamic action scenes.
The RBC addon was famously used by Ian Hubert for his short film Dynamo Dream.

This addon has a free and a paid version. Both are available on Super Hive and Gumroad.
The free version offers sufficient functionality to fully rig a standard car model. However, a major limitation is that it will only allow you to "drive" the car using blender properties. While this is enough to animate your vehicle, the more intuitive and fun keyboard or controller inputs are only available in the paid version.
The paid addon also allows you to rig other types of vehicles such as motor cycles, trucks, etc. More perks you get with the paid version:
- quick access to preconfigured vehicle assets
- additional ways to control your car such as curves
- generation of tire marks and tire smoke
Workflow
You'll need a 4-wheel vehicle model with the main body and each tire separated as an individual object.
Then under N-Panel > RBC, go to the RBC Rig section, select each part of the car, then click the respective button (Vehicle body, Front Left tire, Front Right tire, Back Left tire, Back Right tire). Finally press the Generate Rig button and your car will be ready to go.
Under the Tuning options you can tweak the physical behavior of your car with settings such as wheel limits, suspension bounciness, etc.
Once the vehicle behaves the way you want it to, you can start creating your animations.
